Nathan Chanda: From A Street Vendor To Luanshya Mayor

Nathan Chanda during his installation in September 2016
By Paul Shalala in Luanshya

He holds the record of being the youngest Mayor ever elected in Zambia.

In 2011, he was aged 26 when Councilors in the mining town of Luanshya elected him Mayor.

He served in that position for two and half years until his term expired.

And this young Mayor is popularly known as Nathan Chanda, though these names are his first and middle names.

Actually, Nathan’s surname is Bwalya.

But in the political world, people refer to him as Mr. Chanda instead of Mr. Bwalya.

However, this does not bother him.

He uses Nathan Chanda even on his campaign posters during elections.

But who is Nathan Chanda?

"Nathan Chanda is the last born of Mr and Mrs Bwalya. I was born on 5th February 1985 at Roan General Hospital. I did my pre-school at Bwafwano Community School. Then i did my Grade one to seven at Makoma Basic School, then i went to Chaisa Middle Basic School for Junior Secondary and completed my Secondary education at Roan Antelope High School," said Nathan in an interview at his residence.

He later studied for a Bachelor in Development Studies at the Zambia Open University.

His life is one that inspires many.

He did not have a privileged upbringing but he fought his way to the top.

In the year 2001 when his father was retrenched from the mines, he received K300 kwacha from his parent’s terminal benefits and decided to hit the streets to sell airtime.

Actually, his older siblings got more money from their father.

The eldest was allocated K500 while the second one went away with K400.

From being a street vendor, he developed himself to a level where he has become an entrepreneur who currently owns a shopping mall within Luanshya.
Nathan with President Edgar Lungu in Ndola

"I started a booth in Roan and later i moved into town where i was selling talk time as an agent of mobile phone providers. I later graduated into renting a shop. From there i decided to build my own shopping mall where we have 15 shops which are on lease," he said.

Apart from business, Nathan is a politician.

He says due to his height, people used to nickname him as FTJ in reference to Zambia’s second President the late Frederick Chiluba who was also short.

He joined the Patriotic Front (PF) in 2003 and because of his young age, he struggled to make it through the ranks for elected office.

"In 2010 when we had a by-election where i stay, i expressed interest to stand but i wasn't given an opportunity for so many reasons. One of them is that i was young, i was not married, people talked of so many things. But when Mr Adam Zulu was adopted, we went flat out to campaign and he won."

In the Patriotic Front, Nathan is currently serving as the Copperbelt Province Youth Chairperson.

He has held this position since 2011 and before that; he served at different levels of the ruling party.

Nathan started as a Ward Information and Publicity Secretary, later becoming Roan Constituency Vice Secretary and in 2008, he was elected PF Luanshya District Youth Chairman.

The following year he was elevated to Provincial Vice Treasurer before becoming full Treasurer a year later.

He held the Treasurer position until 2011 when he became Copperbelt Province Youth Chairman, a position he currently holds.

In last year’s general elections, Nathan applied for adoption to contest the Roan Constituency Parliamentary seat on the ruling party ticket.

This meant that he was challenging the then Information Minister Chishimba Kambwili who was hoping to recontest the seat for a third consecutive five year term.

The rivalry between the two contestants was so hot that intervention was sought from the Central Committee, the PF's highest leadership structure which later pacified the situation.

The Central Committee decided to remove Nathan from the parliamentary shortlist and adopted him as the Mayoral candidate for Luanshya.

He later stood and won the seat, occupying the mayoral seat for the second time.

Nathan is not just a politician and Mayor for Luanshya; he is also a family man.

He is married and has three children: Mwamba, Chanda and Kapaya.
Nathan with his wife Chisoswa and his three sons

But how does he share time between politics and family?

"I always have little time for my family. Politics eats most of my time. But i try my best to catch up and i miss my family so much. But the good part is that i'm married to the most wonderful wife in this world who understands politics very well," said Nathan.

His wife Chisoswa is so proud of her husband.

She tips him for higher positions due to his determination in life.

"Am proud, yes am proud of him because of his determination in life. He has come very far and he is one person who never gives up on his dreams. And one thing i like telling my husband is that never let anyone take you down because i know he can achieve alot because the spirit he has, he can go far," said Chisoswa.

Nathan says he has not yet reached his potential, he dreams of possibly serving this country as the Republican President.

At the age of 32, Nathan is one of the three youngest Mayors in the country.

Two other Mayors Christopher Kangombe of Kitwe and Prince Chileshe of Kabwe are also aged 32.

Nathan leads the mining town of Luanshya which he hopes to transform into a viable municipality when his current five year term expires in 2021.

At national level, Nathan is the Chairperson of the Zambian chapter of the Alliance of Mayors and Municipal Leaders Initiative for Community Action on AIDS in Africa (AMICALL).

He was first elected to that position in 2011 for a five year term and last year, he was re-elected to a second term.

At the continental level, he is the Vice President for Africa at AMICALL.

He was elected to that continental position in 2013 for a five year term which ends in 2018.

Kafubu Water To Feed, Compensate Luanshya Sewer Victims

By Paul Shalala in Luanshya
Chishimba Kambwili

Chief Government Spokesperson Chishimba Kambwili has directed Kafubu Water and Sewerage Company to immediately provide food and compensate two families of Luanshya's Mpatamatu area whose houses were flooded with sewer on Thursday.

Mr Kambwili, who is also Minister of Information and area Member of Parliament, says it is unacceptable for Kafubu Water and Sewerage Company not to help the affected families who have been spending nights in the cold.

Speaking yesterday when he visited the affected families in Section 27 area of Mpatamatu, The Minister urged the families to write down all their household goods which were destroyed by sewer and submit them to the water utility firm for compensation.

"I want you Kafubu to replace everything that has been destroyed within 14 days. Where you will get the money i dont know. If you don't do that, heads will roll," said Mr Kambwili.

He further said the utility must also give food to the two families as their relish and mealie meal was destroyed by the sewer which flooded their houses.

"These families have no food. Tomorrow i will be in Lusaka but by mid day i should get an update that you have delivered the food to them," he said.

And Kafubu Water and Sewerage Company Director of Engineering Benjamin Mwale told Mr Kambwili that the houses were flooded after the sewer line was blocked by waste.

"With the onset of the rain, waste is collecting in the sewer. Unfortunately, Section 27 is the lowest point and all sewer from Mpatamatu comes here before it goes to the ponds," said Mr Mwale.

The sewer system in Mpatamatu is very old and dilapidated.

Blockages in the system is a common occurence.

However, the Danish Government has provided funding to Kafubu Water and Sewerage Company to upgrade the whole sewer system in Luanshya.

Works on these sewer lines have started and residents here are hopeful that the project will put an end to such unfortunate incidences.

Thousands See Off Jerabo Leader Youngson In His Golden Coffin

By Paul Shalala
The late Youngson Kalobo (Middle)

Youngson Kalobo, the leader of the small scale miners commonly known as Jerabos, has been put to rest in an extravagant funeral characterised by a procession of expensive vehicles and a golden coffin.

Youngson, who was commonly referred to as Commander by his followers, died a few days ago and was today put to rest at Nkana East Cemetery in Kitwe.

Dozens of Jerabos clad in black suits led a procession of over 50 Hummers, convertable BMWs and 4x4 vehicles in a kilometer long procession that went through Kitwe town.

The procession also went round Wusakile area where the Copper slug dump commonly known as famous Black Mountain is located.

Youngson viciously fought for the slug dump to be given to youths so that they can extract mineral residues and earn a living.

The motorcade later stopped at Nkana Stadium, the home of 12 time league champions Nkana F.C. where a church service was held.

It was during this service that details of Youngson's association to several religious and social organisations was unveiled.

The 39 year old businessman was an active member of the Zambia Scouts Association where he was elected as the organisation's Chairman in Kitwe District last year.

It was also learnt that Youngson, due to his generosity to the United Church of Zambia (UCZ), was recently elected Projects Convener for the UCZ Wusakile Church Choir.

This was after he sponsored the production of their latest album and videos.

Thousands of Kitwe residents thronged the stadium as they listened to speeches after speeches.

Body viewing which started around 11:00hrs, took over two hours as thousands of people took turns in viewing the remains of their late friend.

Youngson's golden coffin
The golden casket carrying the remains of the Jerabo leader was later taken to Nkana East Cemetery were he was buried at around 15:30hrs today.

Youngson is survived by a wife and three children.

He was one of the richest youths in Kitwe who owned a fleet of trucks and garages.

He was well known for splashing huge amounts of money to street kids at Chisokone market.

Among prominent people who attended the burial were Information Minister Chishimba Kambwili, Wusakile MP Richard Musukwa, Copperbelt Deputy Permanent Secretary Elias Kamanga and Kitwe District Commissioner Chanda Kabwe.

Others were Lusaka Province Permanent Secretary Stardy Mwale, Kitwe-based councillors, businessmen, leaders from the ruling Patriotic Front and marketeers from various markets across Kitwe.

The Zambia Police Service had deployed riot Police in strategic points across the city to quell any violence during the funeral procession.

Timothy Moono
By Paul Shalala

The Anti-Corruption Commission (ACC) has cleared Sports Minister Chishimba Kambwili, PF Pambashe Member of Parliament Ronald Chitotela and North Western Province Permanent Secretary Amos Malupenga of corruption allegations.

But the cases involving PF Mwansabombwe Member of Parliament Rodgers Mwewa and his spouse, the former Cabinet Office Permanent Secretary Anna Mwitwa Mwewa have been referred to the National Prosecution Authority for possible prosecution.

Meanwhile, the ACC is still analysing evidence in cases where former Tourism Minister Sylvia Masebo is being accused of corruption in the way she cancelled hunting concessions and feting traditional leaders using public funds.

Below is a full press statement read by ACC Public Relations Manager Timothy Moono during the commission's third quarter media briefing this morning at the commission's headquarters in Lusaka.

Eastern Province Youths Receive 2014 Youth Development Funds

By Paul Shalala in Chipata

The disbursement of the 2014 Youth Development Fund in all the 10 Provinces of Zambia has commenced.

Eastern Province, which missed out last year, is the first province to receive its share of the annual budgetary allocation.

This year, 40 youths have been funded for their various businesses.

The number of this year's beneficiaries has increased by seven.

Last year's allocation of 33 has been grouped together with this year's beneficiaries.

Youth and Sport Minister, Chishimba Kambwili was in Chipata on Monday to deliver the 73 cheques to the beneficiaries.

During the handover ceremony, Mr Kambwili tendered an apology to the youths in Central and Eastern Provinces, for having failed to give them the funds in 2013.

The two provinces were not funded as their respective provincial committees delayed to submit names of respective beneficiaries.

The Minister later warned the beneficiaries to use the funds appropriately and later pay back the money to government as failure to do so will result in seizures or jail.

Mr Kambwili also clarified that the Youth Development Fund is non-partisan as the selection process is above boardt.

He reiterated that all beneficiaries are picked on merit and on the viability of their business proposals.

And Eastern Province Deputy Permanent Secretary Zachariah Luhanga revealed that 53 jobs have been created by the 18 groups that benefited from the 2012 allocation of the Youth Development Fund.

Meanwhile, the 73 beneficiaries come from all the districts of the Eastern Province.

Chipata dominated the list and the newly created Vubwi District only had one beneficiary.

Among the beneficiaries was Salati Njobvu of Chipata District who was given 26 thousand kwacha for his tailoring business.

SALATI is an ambitious young man who is disabled and crawls buts has a huge dream.

He plans to open a tailoring shop and create jobs for several youths in Chipata.

Joseph Legros is a Principal of a Youth college in Mambwe District where they train youths in various skills.

The Ministry has given his institute a grant of K60,000 which is expected to boost the institution's capacity.

For Vubwi District, Amina Sululu is the only person who was successful in receiving the Youth development fund and she hopes to grow her business.

Soon after receiving their cheques, the 73 beneficiaries of the 2013 and 2014 Youth development Funds embarked on a two day workshop on business management.

The youths were taught how to manage their business, how to handle money and how to payback the funds.

With the end of the workshop, the youths went back to their respective districts to start their businesses with the boost from government.

Among the businesses that were funded were metal fabrication, tailoring, agri-business, information and communication technology and education.

Meanwhile, Mr Kambwili has revealed that government is now forming a financial institution to effectively manage the Youth Development Fund.

"We have gone a step further, we have created the Youth Development Financial Enterprises which is like a bank. It will be disbursing funds to our youths. It name has been cleared by the Bank of Zambia and its now at PACRA where its being registered," Kambwili said.

With Eastern Province having received its share of the Youth Development Fund, Central Province is in the coming weeks expected to receive its share.

The Youth Development Fund is allocated in the National Budget on an annual basis.

It is distributed to provinces for onward allocation to successful youths who have brilliant business ideas.

Speaker Clears Vice President Over Police 'Invasion' Of Parliament

By Paul Shalala

Speaker of the National Assembly Dr. Patrick Matibini has cleared Vice President Dr. Guy Scott of any wrong doing following the entry of his security detail in parliament earlier this year when opposition lawmakers protested over the constitution.

Passing ruling yesterday on a point of order raised by Mwandi member of parliament Dr. Michael Kaingu on why Dr Scott's security detail entered the chamber on 28th February, Dr Matibini said the circumstances in which they entered where justified.
Dr Matibini added that the house was at the time in a state of gross disorderliness and Dr Scott deserved to be protected at all cost as he holds the second highest office in the land.

He further ruled that Dr Scott did not breach any rule of the house and he was in order to have his security in the house under the circumstances.

And the Speaker has also cleared Mwandi member of parliament Dr Michael Kaingu for allegedly uttering words insinuating that he had removed his respect for the speaker because he did not understand English.

Passing a ruling on a point of order raised by Sports Minister Chishimba Kambwili,, Dr Matibini said he read the transcript of Dr. Kaingu's debate and he did not find such words being uttered.

He said as far as the verbatim from that day's proceedings are concerned, Mr Kambwili's point of order did not stand as he never uttered such words.

Meanwhile, Dr Matibini has reprimanded Chipangali member of parliament Vincent Mwale for filming the constitution protests in parliament using an ipad.

Dr Matibini said by using an Ipad, Mr Mwale breached parliamentary rules and deserved to be punished.

However, the speaker only gave a verbal warning to the Chipangali lawmaker because he was a first offender.
